The May/June 2007 issue of American Whitewater has an article that mentions the Río Santo Domingo located in northern Oaxaca near the state of Veracruz.  The Río Santo Domingo is a tributary of the Río Papaloapan.  The run described in the article is a multi-day run.  The take-out is located south of Jalapa (de Díaz) where the road crosses the river.  There is supposed to be a village called Santo Domingo at the take-out.  The put-in is off Highway 135, south of Santa María Tecomavaca.  There are several tributaries which may be rather shallow.  It might be best to drive to (San Juan Bautista) Cuicatlán and then north to Santiago Quiotepec.

There is a more detailed write-up on this run at Jack's Plastic Welding.
